Taking all of the bounties that reward Mod Components and doing them daily or when possible is the best way to obtain Mod Components. You will see in the primary bounties that there are Mod Components listed under rewards except for the random bounties which do not have it listed down. The most common way for you to obtain Mod Components is to head over to Banshee-44 at the Tower and get bounties from him. This can be done almost anywhere and most of the acquisitions take place in your inventory tab, but there is more to it than simply checking your inventory.
Mod Components may be obtained mostly when you complete specific bounties or when you are dismantling equipment.
